Public procurement researcher (M/F)

Role Summary

Under the responsibility of the Head of the Purchasing & Public Procurement Department, the Public Procurement Officer will mainly be involved in the following missions:

• Help the department define and format the need,
• Launch the procedures in compliance with the Public Procurement Code and the internal regulations of the CCI (draft the consultation file for companies: act of commitment, technical clauses and administrative clauses, consultation regulations, etc.),
• Write and send legal announcements to publication in accordance with the form and deadlines,
• Prepare commissions and write reports,
• Ensure the opening of bids, carry out an initial analysis of the offers and present the results,
• Ensure interface with partners and companies involved in the markets,
• Manage the calendar of procedures and renewals,
• Write all correspondence with bidding and/or incumbent companies and presentation reports,
• Ensure monitoring of contract execution (drafting of amendments, etc.),
• Provide administrative and/or technical information relating to current markets to CCI services and external companies,
• Complete the table for monitoring the calendar of procedures and renewals
• Prevent and manage disputes
• Validate invoices,
• Ensure relationships with suppliers.

Requirements

• For this position, you have a higher education in Public Law with a public procurement option (Master, etc.).
• You have mastered the public procurement environment through experience ideally acquired within a community or public establishment. You are familiar with the platform (PLACE) and the public procurement drafting software (MARCO). You have good interpersonal skills and a sense of responsibility.
• You demonstrate autonomy, organization, discretion, rigor.
