Role Summary

This is a remote position.

TEHORA is currently looking for a project management expert with excellent technical skills, excellent knowledge and who wishes to use their skills within a versatile team.

Without being exhaustive, here are the services and deliverables that the successful candidate must provide.

Mandatory knowledge

  • Mastery of the methodologies dictated by the PMBoK (PMI);
  • General knowledge of Agile methodologies (Scrum, Kanban, XP);
  • Advanced command of the French language, both oral and written;
  • Functional command of the English language;
  • Mastery of a suite of office tools such as Microsoft Office or Google Workspace

Knowledge required for certain mandates

  • Proficiency in Atlassian JIRA or a similar tool;
  • Diagramming tool such as Visio;
  • General knowledge of Prince2, MSP methodologies

General knowledge of LEAN and DevOps principles.

Organization of resources

  • Identify and adequately use the human resources expertise and material resources necessary to carry out the work;
  • Facilitate the work of teams during meetings or directly (be in solution mode, help the team to eliminate obstacles and mitigate risks);
  • Quantify and produce the resource plan required for the project while validating the constraints;

Supervise resources on project management methodologies and best practices.

Responsibilities

Description of work or deliverables

  • Contribute to the definition of strategic objectives;
  • Ensure alignment with expected benefits and prioritization of deliverables;
  • Analyze and evaluate risks and constraints and identify mitigation measures;
  • Develop the implementation plan / roadmap structuring the project into actions for the delivery of tangible results;
  • Monitor and control the work plan (schedule, effort, scope, quality, budget), track and produce progress reports, update project reporting reports/documents;

Analyze and evaluate the progress of the project and support the project or portfolio manager in identifying risks, recommending mitigation measures, as well as implementing mitigation measures;

  • Coordinate the work of the project team in aligning the project objectives;
  • Create project documentation and keep it up to date throughout the duration of the project. This may include project governance documentation;
  • Produce key deliverables according to the OTP project and program management framework;

Manage progress monitoring, production of progress statuses, change requests, presentations to project/program governance committees and other reporting, all with the supervision of an internal manager in the Project Office;

  • Demonstrate verbal and written communication skills at all levels, with numerous stakeholders within large-scale and/or cross-organizational projects;
  • Facilitate and participate in various meetings and produce the report;
  • Support stakeholders in producing project artifacts in project management tools;
  • Validate the quality of information in the various project management tools and make corrections;
  • Provide supervision or mentoring (coaching) to resources on project management methodologies as defined by the BdP;

Share knowledge related to your area of expertise in order to accelerate projects.

Operational skills Planning

  • Contribute to the definition of objectives (e.g.: scope, deliveries, iterations);
  • Prepare detailed plans (traditional plans, product notebooks or hybrids);
  • Coordinate the application and updating of overall project planning;

Coordinate the activities required to obtain deliverables to be produced and estimates from delivery teams and centers of expertise.

Measurements and monitoring

  • Identify project issues and risks and formulate mitigation plans;
  • Monitor the application of risk mitigation measures;
  • Coordinate the development and maintenance of monitoring and control mechanisms on the progress of projects;
  • Support those responsible for internal City projects in certain management and/or reporting tasks;
  • Periodically produce performance indicators on the health of the project/product through the project review/dashboard;
  • Support teams in achieving accountability;
  • Detect discrepancies and implement corrective measures when required;
  • Ensure control of the budget and the overall project plan and assist project managers in this matter;
  • Monitor contingency and change requests;
  • Participate in activities arising from the benefits management framework;
  • Participate in resolving major project issues by evaluating impacts, proposing action plans and providing recommendations;
  • Analyze project registers and dashboards;

Inform stakeholders through various channels.
