Role Summary

📋 Tasks and responsibilities

Senior IT project manager - EES & Business Intelligence platforms

You manage the implementation, integration and operational evolution of major European border management systems, including EES, VIS, SIS, ETIAS and interoperability components, as well as Business Intelligence platforms associated with the Belgian National Message Broker.

Main mission

Ensure the governance, planning and delivery of large-scale European IT projects.

Ensure compliance with regulatory requirements, including GDPR, NIS2 and obligations linked to the European framework.

Coordinate the Belgian authorities, technical partners and relevant European authorities.

Responsibilities

• Manage the scope, budget, planning, risks and resources of the project.
• Establish reporting, monitoring and governance mechanisms.
• Supervise integrations between European systems and national platforms.
• Lead operational preparation, testing phases and deployments.
• Ensure monitoring of security, audits and compliance assessments.
• Business Intelligence and Analytics
• Define BI orientations as well as relevant KPIs.
• Supervise the creation and evolution of executive and operational dashboards.
• Translate business needs into actionable indicators, reports and analyses.
• Guarantee data governance, consistency and quality.
• Work with tools such as Power BI, as well as other visualization and reporting solutions when necessary.

ELK expertise and observability

• Define and monitor Elasticsearch architecture, including data retention and performance.
• Supervise data ingestion and transformation via Logstash.
• Design and follow dashboards, monitoring and reporting in Kibana.
• Implement observability, anomaly detection and trend analysis approaches.

Technical environment

• Good command of the ELK Stack: Elasticsearch, Logstash and Kibana.
• Experience with Linux, Windows Server, Docker, APIs and hybrid cloud environments.
• Knowledge of DevOps, CI/CD practices and secrets management via Vault or equivalent tool, including Enterprise Vault if applicable in the environment.
• Solid understanding of large-scale European platforms: EES, SIS, VIS, ETIAS and interoperability components.

Requirements

• Master's degree in computer science, engineering or equivalent experience.
• Minimum 10 years of experience in IT project management.
• Proven experience of at least 5 years in government, security or critical infrastructure environments is an important asset.
• In-depth knowledge of EES, VIS, SIS, ETIAS systems and their interoperability.
• Excellent communication, coordination and stakeholder management skills.
• Expected experience as a senior IT Project Manager in complex and multi-actor contexts.

Languages

• Fluent French, Dutch and English, both spoken and written.
• ⚠️ This position is offered as a part-time (60%) freelance role.
