As our new Consultant, you will be part of our team focused on providing independent advice, supporting our clients to obtain approvals / consents / authorizations / financing for their investment projects.

The position will be based in Bucharest, and our hybrid working model will allow you to split your time between working in the office and working from home.

CATEGORY II – MEDIUM COMPLEXITY PROJECTS AND STUDIES

Regional projects with moderate potential impacts.

It requires detailed assessment by environmental component, but with existing methodologies.

  • May involve limited cumulative assessments and public consultations
  • It requires the integration of biodiversity, social, human health, and climate change aspects
  • It requires adapting methodologies and adjusting solutions to the specifics of the project
  • Requires emissions estimates
  • It requires the identification of sensitive elements (areas of direct influence and areas of indirect influence)
  • CATEGORY III – PROJECTS AND STUDIES OF HIGH COMPLEXITY (Strategic/Integrated):

It requires complex, integrative, cross-sectoral studies (environmental, social, economic, health, climate).

It involves cumulative assessments, multiple risks, vulnerabilities and complex interactions.

Requires participation in sensitive public consultations, negotiations, compensatory and offsetting plans.

High requirements for advanced GIS integration, spatial modeling, multiple scenarios.

  • It requires intensive coordination of multi-disciplinary and interdepartmental teams
  • It requires the establishment of a work methodology and the establishment of a template (not being a standardized framework content)
  • Scope of projects: water-channel infrastructure, waste, transport infrastructure, energy
  • The degree of autonomy and decision

It works completely independently.

Proposes solutions to complex technical problems.

Efficiency and time criteria

Manage complex projects with multiple teams.

Ensures realistic time planning for all project components.

Controls the allocation of time and resources on complex flows.

Minimize delays, adjust planning according to risks encountered in implementation

Quality of deliverables (correctness, added value)

Ensures quality control on complex projects.

  • Guarantor of the technical integrity of the final deliverables
  • Interaction and relationship with the client/authorities
  • Team coordination
  • Junior mentor and mid-level consultee
  • Full participation in the bidding, on support tasks
  • Participation in internal meetings, decision-making role
  • Contribution to internal development, methods, tools
  • Management of projects of medium complexity (customer and authority relations)
  • Actively participates in conferences, seminars and workshops relevant to the environment to keep up with the latest trends and innovations

Responsibilities

  • Checks, corrects and validates data to ensure data quality
  • Project management (client relationship, authorities for high complexity projects)
  • Provides support/prepares technical proposals under supervision
  • It supports the projects during the technical approval meetings
  • Mentoring for entry and middle level consultants
  • Participate in the preparation of offers
  • Participate in field visits/monitoring campaigns

Actively participates in technical-legal discussions, provides advice on the interpretation of legislation, and contributes to the updating of internal procedures to align with the ever-evolving legislative requirements.

Complexity of tasks and deliverables

Direct responsibility for the following categories of projects

  • CATEGORY I – PROJECTS AND STUDIES OF REDUCED COMPLEXITY (Basic/Standard):
  • It does not involve complex cumulative or multidisciplinary assessments
  • No extensive public consultation
  • Linear workflows, with clearly defined legislative procedures and requirements
  • It does not involve emission estimates
  • Limited assessment, on main factors (water, air, soil, noise). No sensitive component assessments (biodiversity, climate)
  • It requires common, readily available data

Requirements

  • Professional experience in the field of expertise/
  • Technical and specialist criteria
  • Development of appropriate assessment studies, ESIA studies and involvement in high complexity projects
  • Evaluation of conservation objectives of protected species and habitats
  • Mid Principal Level Attestation for EA (a plus for MB)
  • Knowledge of the elaboration methodologies and legislative regulations of the specific studies they elaborate

He has consolidated experience in the transposition and application of European regulations (e.g. CSRD, Taxonomy, EIA Directive, DNSH and ESG Regulations) in strategic and multidisciplinary projects.

  • Development of studies without standardized models
  • It proposes technical solutions adapted to the project to ensure the prevention/protection of the impact on biodiversity
  • IT skills: basic GIS, MS Office, other modeling software
  • Experience in the field: 8-12 years
