Role Summary

You advise state and local governments in Lower Saxony, Hamburg, Bremen, Schleswig-Holstein and Saxony-Anhalt on the implementation of the OZG, EfA services and end-to-end digitalization

You will provide strategic advice at the highest administrative level and develop digital strategies, target images, implementation concepts and decision templates for federal administrative digitalization in the above-mentioned federal states

You record, analyze and optimize administrative processes, taking into account register references, OZG standards and FIM models

You will also carry out business impact analyzes and support the introduction of successful business continuity management (BCM)

Your tasks include the integration and evaluation of XÖV/FIM standards and register processes in collaboration with the state authorities, as well as stakeholder management for technology-driven change projects in the region's state and local governments

In addition, you moderate workshops, training courses and working groups on digitization topics such as process recording, user centering and register reference

Consulting means flexibility: Your project assignment depends on our customers and your project situation - you work throughout Germany in our offices, at the customer's site and from home

Requirements

  • You have successfully completed a degree in administrative science, business informatics, economics, public management or a comparable course of study
  • In addition, you have several years of experience in implementing digitization projects in the public sector - ideally in the context of OZG, EfA or register and data infrastructure
  • You have knowledge of the application and integration of FIM/XÖV standards or comparable federal data models
  • You also have experience in process management and process modeling with tools such as ADONIS, PICTURE, Signavio or Camunda (BPMN 2.0)
  • Certificates in project management (e.g. PRINCE2, IPMA) and/or in process or change management (e.g. BPM, APMG, CMI) are a plus
  • You are characterized by very good stakeholder management with departments, authority management, IT departments and interministerial committees
  • In addition, you have very good knowledge of German and good knowledge of English
